In developing countries with large numbers of young people, it is often observed that human resources are not effectively utilized because the young generation has limited opportunities to receive education and training to meet the requirements of different industries. The lack of properly trained human resources causes problems for industries and prevents industrial development. Consequently, a lack of qualified industrial human resources also becomes a major obstacle that prevents economic growth.

Underemployment of the young generation may result in serious social issues such as a reduction in tax revenue, increase in social security cost, and social stabilization.
