For the sustainable growth of developing countries, it is necessary to establish a mechanism for efficient mobilization of their resources such as funding and human resources, and reflect the opinions of citizens for optimal distribution and management of these resources.

The aforesaid mechanism includes a vision of the whole society such as government organization and system, collaboration, and the decision-making process among government, civil society, and private sector, which is collectively called as “governance”.

Governance is an institutional basis for growth and development of a country; however, it is often observed in developing countries that an efficient administrative service to respond to the needs of its citizens is not properly provided due to unstable revenue structure, shortage of administrative officers or their lack of competence, or lack of appropriate administrative management system.

There are also cases where lack of transparency in the process of implementing public work projects leads to dishonesty, graft, and corruption.
